WRSA has provided design, construction management and quality assurance services for numerous roadway and structures projects throughout the State of Hawaii since 1981. From this experience we developed relationships with key personnel and staff and gained valuable operations and safety experience. With the competencies and service capacity developed on past and current projects, we have developed a dynamic design, construction management, and quality control/assurance execution model that we employ on all our projects. We have successfully completed numerous planning, design, construction management, and quality control/assurance projects involving highway, airport and harbor transportation services, educational facilities, civil infrastructure, utilities, roadways, and recreational facilities, residential land development, and commercial, industrial and public buildings.

CIVIL ENGINEERING SERVICES

  • TRANSPORTATION SERVICES: WRSA has extensive experience in all phases of transportation planning and design services for highways, airports, and harbors.
  • EDUCATIONAL FACILITIES: WRSA has been providing engineering planning and design services to the Hawai‘i Department of Education and the University of Hawai‘i system since the firm’s beginnings. We have completed projects ranging from simple classroom renovations and reroofing projects to entire phases of brand new campuses.
  • CIVIL INFRASTRUCTURE: Throughout the firm’s history, the design of civil utilities, roadways and parking, drainage, and grading has been the company’s primary product. We have provided civil infrastructure planning and design for residential and industrial subdivisions, recreational and sports facilities, and other public facilities.
  • COMMERCIAL, INDUSTRIAL AND PUBLIC BUILDINGS: WRSA has provided architectural and structural design for various public and private clients. We have designed office buildings, classrooms, base yard buildings, multiuse buildings, and warehouses as well as renovations and retrofits.

CONSTRUCTION MANAGEMENT SERVICES

WRSA’s Construction Management (CM) experience includes a myriad of successful horizontal and vertical construction projects in the State of Hawaii including: government, institutional, and commercial buildings; highways, roadways and bridges; land development, subdivisions, and housing; and, energy, water and wastewater projects.  Our construction managers will collaborate with each client to develop Pre-Construction, Construction, and Post-Construction scope of services that is unique for their project requirements, budgets, and objectives.  For example, our CM services during the Pre-Construction Phase may include peer reviews for value engineering and constructability; Construction Phase services may include contract administration and observation of construction; and, Post-Construction Phase services may include closeout documentation and punchlist compliance.  Depending on the project-specific scope of CM services, WRSA will assign a team of CM professionals and support staff that you will find to be experienced, friendly and individuals who look after your best interest.

Our Project Management Services take our client’s vision and transforms that vision to ensure a successful outcome. Our approach for the delivery of project management services include integrating and coordinating complex interrelationships between specialized professionals involved in the physical planning, design, and construction processes that intertwine with government regulations and our client’s goals and objectives. These services include, but are not limited to, Project Administration, Information Gathering, Physical Planning and Programming, Preparation of Bridging Documents for Design, Criteria Development for procurement services, Budgeting and Cost Estimating, Design Document Peer Reviews, Construction Administration and Post-Construction program management services.
